Stop the swap, on driving test to stop 3rd party companies exploiting test cost.
Stop the abuse of 3rd parties buying and selling driving test. I ask the government to stop the ability to swap existing driving test bookings. This simple change will stop the 3rd party the ability to book tests on multiple drivers license details and swapping test via DVSA to resale these tests.

Background
Stop the swap on driving test bookings.
Only give the candidate the opportunity to cancel existing bookings for free refund to the same account where payment was taken.
If the candidate needs to cancel existing booking this can still be done and then the candidate would have to make another booking via the government website that avoiding all parties and the exploitation of over 300% markup on the most existing Driving Test bookings.
This exploitation has been existing since 2021
