Background
The review should consider limits on repeated placement moves, with mandatory independent review after multiple disruptions and guaranteed access to trauma-informed mental health support for all children. We call for stronger safeguarding of foster placements, including substance misuse screening and drug testing and better support to prevent family isolation, ensuring families are included and supported where appropriate.
The review should also consider support for women in the justice system to help reduce separation of mothers from children.
