Reverse the freeze on the student loan repayment threshold for Plan 2 loans
The Government should reverse its decision to freeze the student loan repayment threshold from April 2027 for Plan 2 loans. It should also consider reducing the repayment rate from 9% and increasing the repayment threshold immediately.

Background
In the 2025 Autumn Budget, the Government announced that the student loan repayment threshold would be frozen from April 2027. This use of fiscal drag will mean graduates on Plan 2 loans in England who earn above the threshold repay more of their income during a cost of living crisis and on top of the tax threshold freezes. This Labour government should ease the burden of student debt, not increase it.
