Require licensed venues to offer free anti-spiking drink covers to patrons
Amend the Licensing Act 2003 to make anti-spiking drink covers a mandatory licence condition for all venues serving open drinks in England and Wales. Covers should be available free of charge, on request, to any patron.

Background
Almost 1 million UK adults were spiked last year with over 90% of incidents inside licensed venues or at festivals. Most victims never report it. Drink spiking often only takes seconds to carry out and is virtually undetectable, yet no requirement exists for venues to take preventative action. Public safety is already a statutory licensing objective under the Licensing Act 2003. Drink covers are low-cost, simple and widely available. The Government must make drink covers a licence condition.
