Require a referendum and 2 years' notice for any major constitutional changes
No government should be able to make major changes to constitutional structures without a referendum from the British people, including changes to elections or alterations to the powers or composition of Parliament. Proposed changes should have at least 2 years' notice to enable research & debate.
