Require schools to allow children to use the toilet at all times

I would like the government to require schools to allow children to use the toilet at all times.

Background

I would like the government to do this as I believe it is unethical to not do it. I understand students may waste time going to the toilets. However, we believe banning students who genuinely need the toilet is unacceptable and must be stopped.
