Require Local Elections to be held until the English Devolution Bill becomes law

Local and District Councils should be required to follow existing electoral protocols (including election of councillors in May) until the concept of a “Strategic Authority” has been formally entered into Statute.

Background
Certain councils are considering proposals to cancel the proposed May council elections. Such a decision is considered to be undemocratic in not giving the general public, to whom the Councils are responsible, the oppprtunity to exercise their right to vote on current conical performance.
