Ban fireworks to the general public without a licence

Stop the general public having access to fireworks without a licence! People use these as weapons and it causes a lot of distress to young children that are not visiting a display and wildlife!! Adults are buying these for children who are then using these as weapons! The amount of health and public services people who are attacked, should be enough! Wildlife is at a threat and this should be treated with care!
