Move the start of UK British summertime from a Sunday to 1500 on the Monday

The weekends are short enough as they are without having to deal with an hour stolen from them. We believe a fairer system would be to have the hour brought forward at 1500 on a Monday afternoon, making the first day back at work almost bearable.
