Ban all face coverings in spaces that can be accessed by the public.
Make it a criminal offence to cover your face in a space that can be accessed by the public. Punishable by prison terms or at the very least community service orders.

Background
To clamp down on the people who disregard the law by hiding their identity.
There can be no justifiable excuse in this country for people to cover their faces.
Not religious or cultural.
The only possible exception would be on medical grounds as prescribed by a qualified health professional.
