Make it an offence to run over a cat and not report it.
Allow cats to have the same rights in law as reporting a hit and run scenario concerning a dog.

Background
All animals deserve to be treated equally and cats are beloved pets to human owners as are dogs.
There should be a legal right for cats to be recognised in the same manner.
