Change the system on the law: driving for 16 year olds.

16-year-olds on PIP can start driving, proving they can learn safely. Other 16-year-olds should have the same chance. Young people can already work and pay tax. Allow them to begin supervised driving with black box rules, curfew and limits to build safer drivers by 17.

Background
16-year-olds on PIP can apply for a provisional licence, showing the government already accepts they can learn to drive safely with supervision. Other 16-year-olds should have the same opportunity. At 16 they can work, pay tax and take responsibility, so they should be able to begin supervised driving. Allow learning at 16 with rules like black box, curfew, passenger limits and minimum supervised hours to build safer drivers by 17 and increase fairness.
