Allow local authorities to use council tax to fund local NHS services
Add the National Health Service (NHS) to council tax as a new levy to increase funding for the NHS at a local level within the city. Revenue from this council tax should be ring-fenced, meaning it should only be used for NHS services and GP practices at a local level within the city.
