Background
In our view, decisions with potentially irreversible consequences should not rely on a single subjective assessment without meaningful independent scrutiny. We think errors in factual understanding or translation should be addressed before appeal, as we believe the appeal process should not be the primary mechanism for correcting administrative errors. An independent pre-appeal review stage could improve accuracy, strengthen procedural safeguards, and reduce unnecessary appeals based on flawed initial decisions.
