Introduce Mandatory DBS Checks for Private Landlords
Require all private landlords in England to complete a basic DBS check before letting property, to prevent individuals with relevant criminal histories from operating as landlords, strengthen safeguarding standards, and improve tenant safety and accountability across the private rented sector.

Background
There is no requirement for most landlords to undergo criminal record checks, despite tenants facing Right to Rent checks. We believe this creates a safeguarding gap, as landlords hold keys and direct access to homes, including those of vulnerable renters. We believe allowing individuals with sexual or violent offences to operate undermines the UK’s VAWG strategy. DBS checks already inform “fit and proper” tests in other licensing schemes and should apply nationally, as a basic safeguarding standard.
