Introduce legislation to enable the proscription of state-sponsored groups.
We call on the Government to introduce a new legal framework or amend the Terrorism Act 2000 to allow for the proscription of hostile state-sponsored organisations, such as the IRGC, that are currently immune from such designation under UK law.

Background
Current law prevents the proscription of the IRGC because it is a state body. This creates a security loophole. Security Minister Dan Jarvis confirmed in February 2026 that the Government is developing a "proscription-like tool". We request this be fast-tracked into law to provide the full investigative and criminal powers needed to ban the IRGC's activities in the UK. Sanctions are not enough; we need a legislative update to protect our national security from state-led terror.
