To create a national recognised id for individuals who are classed as disabled.

To create the equivalent of the blue badge scheme for individuals who have conditions such as epilepsy, in order to for them to access services such as disability railcards, leisure e.g cinema passes without having to send numerous doctors letters to people who know little about the condition.

Background
Currently, there is no standard id for people who suffer from a long term disability. Unless you have a PIP, blue badge or mobility allowance you are restricted in what help firms offer. To claim a disability rail card or cinema card, in England, an individual has to show DVLA letter or PIP, or prescription exemption. If you 16/17 you won't have any of these. like the Blue badge scheme, I want a recognised disability id which an individual can use to help access work, education or leisure.
