Hold a referendum if council tax rises by 4.99% for 3 consecutive years
Currently, a referendum is triggered by a local authority if they want to increase council tax by more than the amount specified in the principles determined by the Secretary of State currently 5% for many authorities.

Background
Some councils have raised the tax by 4.99% year after year. I call for the law to change so a local referendum is triggered if a 4.99% council tax increase is applied consecutively for 3 years.
