Extend legal regulation of the teaching profession to teaching assistants

Extend Teaching Regulation Agency powers to Teaching Assistants so they are subject to the same professional misconduct regulations as qualified teachers, allowing the Teaching Regulation Authority (TRA) to investigate serious safeguarding concerns involving all teaching assistants.
