Make the govt rep at pmq's answer the question posed, or explain why they can't
The PM or their representative at PMQ's should be forced to answer the specific question posed by any MP or must provide an acceptable explanation of why they can't answer it. Currently the govt can avoid answering a question and just speak about their own agenda.

Background
This is an apolitical petition which will force the incumbent government to provide answers to questions posed by MP's, some of which have been requested by members of the electorate.
Allowing the government representative to avoid answering the question completely, without even explaining why they aren't answering, or can't answer it makes a complete mockery of PMQ's.
MP's and in particular the govt are supposed to represent the electorate, not ignore them.
