Background
Every year, around 150-200 horses die on British race tracks from racing injuries, exhaustion, or whip use, as reported in welfare analyses. The British Horseracing Authority (BHA) regulates the industry but has not eliminated these preventable deaths. The Government should act on animal welfare grounds to create a new independent authority with powers to enforce strict safety measures that essentially remove fatal risks to horses and jockeys.
