Require mandatory safeguarding checks for repeat domestic abuse offenders

To reform safeguarding laws to prevent repeat domestic abuse. Known domestic abuse offenders, including those with charges, convictions, or active restraining or non-molestation orders, are allowed to live with women and children without mandatory safeguarding checks.

Background
Authorities often already know offenders’ violent histories, repeated offending and escalating risk, yet safeguarding does not automatically follow. Information is held across police and probation systems, but action is inconsistent, delayed or absent. This leaves women and children unprotected despite clear warning signs and known danger.
