We think your petition is covered by Government or Parliament action already. The Government hasn't announced it will be introducing vehicle tax for classic vehicles. Chief Secretary to the Treasury, James Murray MP responded to a Written Question on this matter in February 2025: https://questions-statements.parliament.uk/written-questions/detail/2025-02-04/28704

Background
These vehicles are preserved at considerable personal expense.
Many classic cars have a lower overall carbon footprint than new vehicles when their decades of existing service are factored in. Most are driven sparingly.
The tax savings owners receive go directly towards maintenance, insurance, and proper storage, ensuring these cars survive for future generations to appreciate and study.
The classic car sector contributes nearly £3 billion in taxes annually to the UK economy.
