Make private car parking company's charge per hour for illegally parking
Make all private land that has been designated as public car parking charge per hour for illegally parked cars and not a fixed fee of £60 plus. The fees per hour to be set by the councils in the area that the carpark is situated, and link the change of address to the driving licence the DVLA

Background
The motorists are being persecuted by these companies, causing stress and anxiety, there should be a warning sent first before a fine, pointing out the drivers errors, and it should be by recorded delivery, the commodity companies send warning letters before fines so should these companies, and make it mandatory that they have parking fees per hour on these car parks if they don't they cannot fine drivers.
