Background
The BBC is a service and its illegal to force people to pay for a service they don't want for example you don't pay a phone provider if you don't want that service you don't pay for a car service or road tax if you don't have a car.
You ONLY pay for any service if you WANT that service and that's what the BBC is a SERVICE which many people simply don't want
