Make the 16-25 saver 50% too. Ensure discounts apply at all times (not just off-peak) or past a certain time. A free or reduced-cost student travel pass for under-19s or full-time students.

Background
Train travel is unaffordable for students. Even with a 16–17 Saver, I pay £5 for a return—the cheapest fare on my line—adding up to £25 a week, plus fuel to reach the station. Many can’t afford to learn to drive. Students outside Cambridge postcode areas miss out on the Tiger Pass and pay £5 for a bus instead of £2. This isn’t fair or sustainable, and high costs mean many students skip college when it’s only for one lesson.
