Make it mandatory for dogs to be chipped issue fines if not
Enforce all dogs to be chipped on their 8 week vaccinations! If a lost dog or abandoned dog is found.. whoever is on the chip details it's their responsibility and they have to pay the fine! Even if they no longer own that dog anymore!

Background
Too many dogs are ending up on the streets and abandoned with no trace of owners! Badly neglected and in pain. If fines are in place for people who don't chip their dog people will think twice about not doing it! Random checks on the streets should be done by pcso's or police and carry a microchipping device
