Petitions need to call on the Government or Parliament to take a specific action. We're not sure exactly what you'd like the Government or Parliament to do. Graduates are already eligible to claim Universal Credit as long as they: live in the UK; are aged 18 or over; are under State Pension age; and have £16,000 or less in money, savings and investments. You can find more information about eligibility to claim Universal Credit here: https://www.gov.uk/universal-credit/eligibility You could start a new petition explaining clearly what you would like the Government or Parliament to do.
