In the UK, the Department for Environment, Food and Rural Affairs (DEFRA) enforces legislation under the Wildlife and Countryside Act 1981 (Chapter 69), which makes it illegal to kill or harm wild birds—including pigeons and gulls—unless permitted under specific licences. The culling of pigeons is currently allowed in some circumstances, so it is unclear how you want this to change. You could start a new petition explaining this.

Background
Pigeons in the countryside have increased drastically since it has become illegal to shoot them, because they have few natural enemies. Pigeons should be treated as pests and culled accordingly.
