Background
The current cost-of-living and housing crises make it incredibly difficult for young adults to secure home deposits, clear high-interest debt, or invest in career training.A recent report by the Social Market Foundation think tank proposed a "Citizens' Advance." This policy would allow working adults aged 28–40 with at least 10 years of National Insurance contributions to access a tax-free lump sum of roughly £12,500 today. We urge the government to formally consider and debate this policy.
