Drivers in the middle and right lane are consistently blocking the motorway, which is an offence under "careless driving" laws introduced in 2013. Not only is it careless driving but it is also obstructing traffic and contributes to significant traffic on already busy roads.

There needs to be a reason for people to move over, as most people feel like its “safe” to stay in the middle lane as they have never been taught otherwise.
