UCI Road World Championships 2019 in Harrogate: general power of competence

Harrogate borough council has asked for the Secretary of State to temporarily lift restrictions in the Harrogate Stray Act 1985 to allow the 12 races of the 2019 UCI Road World Championships to end at a finishing hub on the Stray.
The event would take place for 9 days, from 21 to 29 September 2019. The part of the Stray involved would be closed for 26 days, from 9 September to 4 October 2019, to include preparatory and restoration work.
This consultation asks for your views on the proposal to use the Stray for the event.
