Proposed Local Authorities (Functions and Responsibilities) (England) Regulations 2015

This consultation seeks views on a proposed set of draft regulations which update the rules for decision making in councils and where functions and responsibilities are to be exercised within councils.

The proposed Regulations would consolidate the Local Authorities (Functions and Responsibilities) (England) Regulations 2000 and 15 subsequent amending Regulations, update existing provisions to reflect legislative changes (eg the Flood and Water Management Act 2010, the Health and Social Care Act 2012, and the Scrap Metal Dealers Act 2013), and give effect to certain policy developments.
