Proposal enabling specialist road haulage companies that undertake journeys between Great Britain and another location to temporarily transfer their vehicles between their respective operator licences.

The hauliers affected are those who:

  • transport equipment for cultural events, for example, music or concert tours (‘specialist hauliers’)
  • have established or will establish bases in Great Britain and another location

The proposal will enable specialist hauliers to:

  • undertake journeys in GB on the basis of their GB operator licence and in another location on the basis of their other operator licence
  • complete the journey or journeys without changing vehicles or having journeys limited by market access on internal movements
  • have their vehicles exempt from paying Vehicle Excise Duty when operating on their GB operator licence

The proposals are to help specialist hauliers adapt to the new ways of working under the UK-EU Trade and Cooperation Agreement.
