Deep Space Advanced Radar Capability Pre-Application Consultation

As part of the Ministry of Defence’s (MOD's) proposal to construct a Deep Space Advanced Radar Capability (DARC) at Cawdor Barracks, the MOD is required to conduct a statutory pre-application consultation in accordance with the Planning (Wales) Act 2015.

As part of the MOD’s proposal to construct a Deep Space Advanced Radar Capability (DARC) at Cawdor Barracks, the MOD is required to conduct a statutory pre-application consultation in accordance with the Planning (Wales) Act 2015. The pre-application consultation period provides the opportunity for stakeholders and the wider community to review the proposal and submit feedback prior to the submission of the planning application.

Following the progression of the design process, the MOD has undertaken an Environmental Impact Assessment (EIA) with the support of independent subject matter experts. The EIA is a detailed study that evaluates the potential effects of the proposed development on the environment and ensures that environmental matters are fully considered in the planning process.

The MOD now offers these materials, including the findings of the EIA, for public review. The pre-application consultation period will run to 23 March 2026. Feedback can be submitted via email to darc@cascadecommunications.co.uk.

What Happens Next?

The MOD will review all feedback received from stakeholders and the community as it is received. This feedback will be considered alongside the findings of the EIA and other technical studies to refine the proposal, where appropriate.

Once this process is complete, the MOD intends to submit a formal planning application to the Pembrokeshire County Council. The planning application will include all supporting documentation, including a summary of the feedback received during the consultation and how it has been addressed.

Fel rhan o gynnig y Weinyddiaeth Amddiffyn i adeiladu Galluogrwydd Radar Uwch y Gofod Pell (DARC) ym Marics Cawdor, mae’n ofynnol i’r Weinyddiaeth Amddiffyn gynnal ymgynghoriad statudol cyn ymgeisio yn unol â Deddf Cynllunio (Cymru) 2015. Mae’r cyfnod ymgynghori cyn ymgeisio yn rhoi cyfle i randdeiliaid a’r gymuned ehangach adolygu’r cynnig a chyflwyno adborth cyn cyflwyno’r cais cynllunio.

Yn dilyn cynnydd y broses ddylunio, mae’r Weinyddiaeth Amddiffyn wedi cynnal Asesiad o’r Effaith Amgylcheddol gyda chymorth arbenigwyr pwnc annibynnol. Mae’r Asesiad o’r Effaith Amgylcheddol yn astudiaeth fanwl sy’n gwerthuso effeithiau posibl y datblygiad arfaethedig ar yr amgylchedd ac yn sicrhau bod materion amgylcheddol yn cael eu hystyried yn llawn yn y broses gynllunio.

Mae’r Weinyddiaeth Amddiffyn bellach yn cynnig y deunyddiau hyn, gan gynnwys canfyddiadau’r Asesiad o’r Effaith ar Gydraddoldeb, i’w hadolygu’n gyhoeddus. Bydd y cyfnod ymgynghori cyn ymgeisio yn rhedeg tan 23 Mawrth 2026. Gellir cyflwyno adborth drwy e-bost i darc@cascadecommunications.co.uk.

Ar ôl cwblhau’r broses hon, mae’r Weinyddiaeth Amddiffyn yn bwriadu cyflwyno cais cynllunio ffurfiol i Gyngor Sir Penfro. Bydd y cais cynllunio yn cynnwys yr holl ddogfennau ategol, gan gynnwys crynodeb o’r adborth a gafwyd yn ystod yr ymgynghoriad a sut y rhoddwyd sylw iddo.
