Consultation setting out the Office of Rail Regulations (ORR) proposed conclusions for the capacity charge for freight operators in CP5, with reference to the Rail Delivery Group’s (RDG) proposal received 13 September 2013.

We sought views on three proposals made in conjunction with rail bodies, the proposals are:

  • a Rail Freight Operators’ Association proposal modified by ORR
  • a ‘RDG proposal’ with no negative wash-up
  • a ‘RDG proposal’ with positive and negative wash-up
