This consultation seeks your views on draft Materials Recovery Facilities (MRF) Regulations that we intend to incorporate alongside a number of other amendments into the Environmental Permitting (England and Wales) (Amendment) Regulations 2013.

The purpose of the proposed MRF Regulations is to help stimulate the market conditions necessary to improve the quality of the material produced by MRFs so that it can be more readily recycled. Information on the quality of recyclate produced by MRFs is needed to demonstrate compliance with the separate collection requirements of the revised Waste Framework Directive.

What is proposed reflects discussions with the supply chain (manufacturers/producers, local authorities, waste management companies and reprocessors). These Regulations are part of a wider package of proposed measures which are intended to promote high quality recycling.

Our vision for improving the quality of recycling, and the full range of measures we plan to take to achieve this, is described within a Quality Action Plan (England only).
