This consultation is particularly focused on making the regulatory amendments necessary to support the beginning of DCC Live services (release 1.2) and the subsequent release (release 1.3).

This consultation seeks any comments on the proposed legal drafting on a number of topics to be added to the regulatory framework for smart metering. These proposals include:

Drafting amendments to the Electricity and Gas Standard Licence Conditions and Electricity Distribution Licence Conditions for the Roll-Out Obligation for Smart Metering, covering two areas of policy from the response to the Smart Metering Rollout Strategy.
SEC content dealing with Special Installation Mesh Communications Hubs, Network Enhancement Plans and Re-use of Communications Hubs.
An assessment of the modifications required for User to Non-User Churn
The approach for the Enduring Change of Supplier process
Amendments to the SEC for the DCC to provide additional support to Users.
Amendments to the SEC relating to Testing as a result of the revised DCC release strategy.
Amendments to the SEC in relation to the SEC Panel and DCC Live Criteria Assessment.
Various other minor miscellaneous amendments to the regulatory framework, including the consistent use of legal terms
