Waste carrier, broker and dealer system reform

We want to know what you think about our plans to improve the waste carrier, broker and dealer system in England.

We want to move it from a registration to a permit-based system. We also want to enhance background checks needed to operate as a waste carrier, broker or dealer and introduce a technical competence requirement.

We intend to make it easier for regulators to enforce against non-compliant operators and make it harder for un-registered operators to find work.
