These consultations are concerned with the marketing and use of explosives precursors and poisons and how the Home Office regulates them.
This consultation seeks views on the UK implementation of the regulation (EU) no 98/2013 of the European Parliament and of the Council of 15 January 2013 on the marketing and use of explosives precursors.
This consultation concerns the implementation of policy and enforcement regimes to control the sale of explosives precursors and the use and possession of them by the general public.
The aims of the amendments are to increase controls of end users while minimising burdens on businesses.

This consultation concerns the way the amendments will affect how the Home Office controls sales of non-medicinal poisons and the use and possession of them by the general public.
The aims of the amendments are to increase controls of end users whilst minimising burdens on businesses.

In addition to the EU Reg on precursors Northern Ireland also has controls for 7 precursors which have a wider scope in that in addition to home users and businesses, they also cover government bodies, and schools and colleges. If there is anyone from Nothern Ireland who wishes to take part in this consultation they should use the Northern Ireland consultation form.
With regards to the impacts of the EU Regulations, Northern Ireland will also be depending upon the findings outlined in the Home Office impact assessment. The NIO have made the judgment that the assessed impact on retailers and businesses in Britain would be mirrored in Northern Ireland. They also assess that the impact on government in Nothern Ireland would be negligible as they already run a licensing system for precursors.
