Universal Credit and related regulations

As part of the Social Security Advisory Committee’s (committee) consideration of these Regulations, it would welcome views from a broad range of organisations and individuals.

We are particularly keen to hear your views on implementation, and whether there are gaps and/or unintended consequences that need to be answered. We would also welcome views on the following specific areas:

Universal Credit Regulations 2012

• the rules and arrangements for EU migrants
• support for mortgage interest
• self employment and the minimum income floor

Universal Credit, Personal Independence Payment and Working-age Benefits (Claims and Payments) Regulations 2012

• the implications of a substantial shift to online claiming
• the date of claim and backdating
• the payment period

Housing Benefit (Benefit Cap) Regulations 2012

• the links with in-work rules, for example on the grace period
• the potential impact of the cap across a range of policy areas other than social security
• the implications for the monitoring and evaluation of the impact of the cap and any necessary areas for mitigation

The committee is not formally consulting on the remainder of the Regulations listed below:

• Universal Credit, Personal Independence Payment and Working-age Benefits (Decisions and Appeals) Regulations 2012
• Jobseeker’s Allowance Regulations 2012
• Employment and Support Allowance Regulations 2012

However the committee has added these 3 sets of Regulations (and the supporting paperwork) for completeness. The committee would also welcome representations on any parts of these Regulations as they impact on the coherence of the overall legislative programme.
