Application by Heathrow Airport to increase a levy for a 10 year period to recover operational costs of their rail infrastructure.
The Office of Rail and Road are asking for views on Heathrow Airport’s application to obtain a recovery of costs incurred in operation of the Heathrow rail infrastructure. The application is to levy this mark-up for a 10 year period, beginning on 1 January 2019.
General practice is that charges for:
must be set at the cost directly incurred as a result of operating the train service. However an infrastructure manager may levy an additional mark-up to obtain full recovery of the costs incurred.
