The government published ‘DLA Reform and Personal Independence Payment: completing the detailed design’ on 26 March 2012. The document sought views on eligibility rules for PIP, payability and reassessment, as well as associated changes to the residence and presence rules for Disability Living Allowance (DLA), Attendance Allowance (AA) and Carer’s Allowance (CA).

The consultation closed on 30 June 2012. We received more than 1,600 responses, including nearly 1,500 from individuals.

The government published its response to this consultation on 13 December 2012 (updated 26 March 2013 to correct information about non-dependent deductions on pages 34 and 36).
