Consultation on new Smart Energy Code content and related licence amendments – July 2015

The consultation seeks any comments on proposed legal drafting on a number of topics to be added to the regulatory framework for smart metering. These include:

• the licence condition requiring enrolment of SMETS2 meters with the Data and Communications Company (DCC)
• subsidiary documents concerning DCC enrolment and communications services (previously at sections H4, H5 and H6)
• further activation of the SEC modification process
• requirements relating to incident management, public key infrastructure and smart metering testing
• revisions to independence requirements of the organisation performing security and privacy assessments of DCC users
• obligations relating to the installation, maintenance and removal of communications hubs

Please note that this consultation document has been slightly revised as of Monday 20 July 2015 to correct an error in the number of months referred to in section 8.6 (at paragraph 126 and the legal text table on pg49) on Miscellaneous Communication Hub Issues. There is no change to the relevant draft legal text.
