We have drafted a set of minimum software requirements outlining the functionality needed to support the new costing methodology being developed as part of Monitor’s Costing Transformation Programme (CTP). The CTP aims to improve the quality of cost information in the NHS, with patient-level costing and a single national annual cost collection.

The minimum software requirements will support:

  • costing practitioners when procuring and implementing costing software, and reviewing software updates
  • software suppliers in developing their software

We are very keen to hear your views on the minimum software requirements by completing our online response form by 5pm, Friday 27 November 2015.

Next steps

We will consider all responses to the consultation and assess whether the draft minimum software requirements support the costing methodology defined by the costing standards, before publishing revised minimum software requirements in March 2016.

Between April and June 2016, Monitor will work with roadmap partners, software suppliers and early implementers to implement the costing standards and minimum software requirements locally. A development cost collection will take place in September 2016 for roadmap partners and early implementers to test the standards and minimum software requirements.
