Road Traffic (Congestion Reduction) Bill
A Bill to place a duty on highway authorities and police forces to minimise congestion and delays caused by collisions and other incidents on the highway; and for connected purposes
This Bill would extend the Network Management Duty of local highways authorities under the Traffic Management Act 2004. It would require local highway authorities to:
Minimise any congestion caused by collisions and other incidents on the highway
Ensure that such incidents were managed and cleared expeditiously
Make an annual report of such incidents, including the measures the authority took to mitigate them.
